The decision to provide a 4.5% minority quota within 27% OBC quota in jobs and university seats will be effective from January 1, 2012. This means that minorities can claim 4.5 out of every 100 government jobs and university seats. What is equally important as the quota itself is the timing of proving this quota. The decision to provide 4.5% quota to minorities came just ahead of the UP vidhan sabha elections 2012. In Uttar Pradesh, 18% of the population is Muslim and is expected to play a vital role in reviving the fortunes of congress in Uttar Pradesh.

If you believe in statistics, then let me tell you, Muslims form most significant minority in Uttar Pradesh and play a significant role in deciding the fate of 120 of the UP 403 seats and 21 of the UP 80 Lok Sabha seats. This 4.5% minority quota has been based on 2001 census.

But this 4.5% minority quota within existing 27% reservation meant for OBCs has failed to please muslims in Uttar Pradesh. All India Muslim Forum, Nehalluddin Ahmed, termed it a political gimmick. Imam of Aishbagh Eidgah, Maulana Khalid Rasheed, said the reservation given is very less and will improve the situation of Muslims.
